Locked Partition not accessable after Vista Format and reload

Here is my situation,

 

Vista was having major issues running applications, killing them when attempting to start up with DEP (data execution prevention).  I tried many approaches to get around this, but to no avail, so I ended up backing up to my data partition, reformatting the Vista partition and then reloading the OS.

 

No I am unable to access the data partition as I had it locked to the administrator of my previous install.  How can I regain access or ownership of this partition to retreive all of me backed up data?

tried this in Vista, it did

tried this in Vista, it did not work.  A friend is suggesting I ghost the partition to an external drive and then format the unaccessable one.  I would like to reserve that as a last resort....

Any other ideas?

Locked partition

You could try opening Computer, right click the icon for the partition and select Share. To do this you will have to be logged in as the Computer Administrator. To enable the Administrator account -
Start up and tap the "F8" key as you are booting.

Select "Safe Mode with networking" from the boot menu.

Log into windows Vista with your personal account that has administrator access.

Open a Command Prompt (Start>type CMD>Enter).

At the Command Prompt type the following net user administrator /active

Log out and log back in as administrator. You should now have full control.

If you have difficulty getting the F8 key to work, open msconfig, go to the Boot tab and select Safe Mode + Network, reboot.

No guarantees, but it may work. I don't think Ghosting the partition will work, it will still be locked.
