Web design Doctype Encoding problems

Hi,

I have been trying to build my own website, typing my own html code into a simple package e.g. PSPad/htmlKit. The problem I keep having is when validating the code. My doctype is apparently accepted but the Markup Validation Service keeps stating I have one error: No Character Encoding Found! Falling back to UTF-8. I have tried reading around the issue I am having but it isn't making sense to me and I have no idea what code I should be typing that is acceptable. This is what I have so far:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"
"http://www.w3.org/TR/html4/loose.dtd">
<html xmlns="http://www.w3.org/1999/xhtml" lang="en">

 

Please does anyone have a solution?
